Resolved without Admin Approvel user profile not publish?

Hi
without Admin Approvel user profile not publish it possbile

Example=> User Create profile then Admin check all detail it ok then publish on website, after publish user received mail or sms only it possible?

yes, this is possible and Joomla already have this features included. You can find Activation Method in Users->Manage->Options
