Hi,
the problem is not in the file tabs.js.

please check these things:
- If you have some tool to compress/minimize output then try to disable it.
- Try to check in your HTML output if you have 2 or more jQuery Javascript loaded; you need to check if your have 2 or more loaded script with name like jquery.min.js or jquery.js. Normaly you should have only this /media/jui/js/jquery.min.js (loaded correctly with Joomla APIs)
- Javascript errors can come also from some language translations, try if the problem occurs also with English language and in backend.
