Hi, is it possible to have the tool tip appear at the bottom of the text field instead of in a balloon when hovered? Thanks.

Hi,
Custom code should be managed by template, normally it have a option in the backend to add custom code or optionally have a custom file.

For example you seems to use a template called "rt_versla", it uses a framework called "Gantry 5". From documentation seems that you can use something called "Custom HTML Particle" (docs at http://docs.gantry.org/gantry5/particles/custom-html). You can put in the HTML a code like:

});</script>

NOTE: Unfortunately we does not have experience with Rocket Theme templates, we found only this way with docs and never tested. For more info you could contact Rocket Theme support.

unfortunately this is not possible with a simple way, because it is managed by Joomla (and in some cases from template).

Anyway you can try to add following javascript code to your template:
jQuery(document).ready(function(){
jQuery(".hasPopover").popover('destroy').popover({"html": true,"container": "body","placement":"bottom","trigger": "hover focus"});
});
