I know with the paid version I can select fields which are drop downs and populate the values. What I will be doing is filling them with locations. I will have about 80 locations :p What I will be doing is getting my members to sign up, and select the correct location.

After that I would like to have an "admin" who can only see users who selected that location.

Hi,
If you want to show all users with a same value of logged in user then you can use Custom SQL Where with Content Plugin.

So you can use a syntax like this:
alias = "{user alias raw}"


Our Content Plugin will replace the code {user alias raw} with the value of current logged in user.

Hi,
with location you mean Country and Cities (2 drop downs fields)? if yes then you can fill the dropdown (select) fields with values from DB. Try to see this reply https://www.easy-profile.com/support/conditional-drop-downs.html#reply-11318

There are different ways to make this, you can create a user lists menu item only available for admin (in the menu item you can set "Access" parameter) with a static filter (the parameter is called Custom SQL Where) like
country_field_alias LIKE "_%"
(this is sql to filter only fields with at least 1 char in the value)
