I would my users be able to search on other user profiles is that possible?

Yes, this feature is available only on Basic/Pro version.

So I will be able to select all the profiles and send a group message.
this is not a feature of Easy Profile.

To send email you can use some newsletter component like Acymailing, it (with our plugin) can filter users by custom fields.

Yes, you can use SQL Custom Where parameter to make permanent filter on a list, see examples here: https://www.easy-profile.com/docs/69-sql-custom-where-list-and-module.html
